Effective immediately, all Okada operators are barred from plying Oyo roads between the hours of 10:30 PM and 5:30 AM.
The directive was made public following a high-level State Security Council meeting at the Executive Council Chambers of the Governor’s Office in Agodi, Ibadan. The meeting brought together service chiefs, heads of paramilitary agencies, traditional rulers, and leadership elements of the Amotekun Corps to review the state’s internal defense vulnerabilities.

Addressing the press shortly after the session, the Commissioner for Information, Orientation, and Culture, alongside top security aides, emphasized that the decision was not a punitive measure against the transport union, but a strategic imperative. Recent security data has indicated a disturbing correlation between late-night motorcycle movements and coordinated criminal operations, including visual surveillance by syndicates, hit-and-run robberies, and logistical support for rural kidnappings.
“Governor Seyi Makinde has repeatedly stated that his administration will not sacrifice the safety of lives and property on the altar of political convenience,” the official state brief noted. “Intelligence tracking over the past several weeks reveals that criminal elements are increasingly utilizing the high mobility and stealth of commercial motorcycles to breach community defenses under the cover of total darkness. This window—10:30 PM to 5:30 AM—has been identified as the primary operational timeline for these networks.”
The state government clarified that while the broader economy must remain open, certain high-risk vectors require immediate containment. Essential workers, medical personnel, and individuals with verifiable nocturnal emergencies who utilize private vehicles or registered corporate transit fleets are exempt from the movement freeze, provided they pass basic security vetting at designated checkpoints.
