Tinubu Seeks Senate Approval to Replace ASCON with National School of Government

ABUJA — President Bola Ahmed Tinubu has formally requested the Senate’s approval for the executive transmission of the National School of Government Bill 2026, which seeks to repeal the Administrative Staff College of Nigeria (ASCON) Act and establish a modernized governance institution in its place.

In an official letter read on the floor of the upper chamber by Senate President Godswill Akpabio, President Tinubu urged lawmakers to give the proposed legislation expeditious consideration pursuant to Section 58(2) of the 1999 Constitution (as amended).

If enacted, the legislation will repeal the ASCON Act, A-4, Laws of the Federation of Nigeria 2004, officially transitioning the institution from its legacy framework into a national center dedicated to leadership development, executive capacity building, and policy delivery.

The proposed National School of Government aims to serve as a centralized hub for public sector management training, policy execution analysis, and senior administrative capacity enhancement to ensure public officials effectively translate government programs into actionable public delivery.

Following the formal reading of the letter, Senate President Akpabio referred the draft legislation to the Senate Committee on Rules and Business for further legislative processing, marking a key step in the administration’s broader framework to overhaul public service institutions.
