The Administrator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, has reaffirmed his commitment to reforming the initiative to better serve the people of the Niger Delta, emphasizing that his approach aims to give the programme a human face and promote long-term development beyond the N65,000 monthly stipends paid to ex-agitators.
Otuaro made this known during a closed-door meeting in Yenagoa on Saturday with Bayelsa State ex-agitator leaders, led by His Royal Highness Selky Kile Torughedi, also known as General Young Shall Grow, and the President of the Ijaw Youth Council (IYC), Jonathan Lokpobiri.
He highlighted the strong backing of President Bola Tinubu, whom he described as deeply aware of the region’s challenges and willing to expand opportunities for growth and development. However, he stressed that the people of the Niger Delta must remain united to ensure continued support from the federal government.
“As soon as my leadership took over, we initiated reforms to expand the impact of the programme beyond the monthly stipends,” Otuaro stated. “If we do not add value, we are not truly developing the future of our people. The programme must have a human face, ensuring it makes a lasting impact.”
He detailed several ongoing initiatives, including the training of 98 beneficiaries in maritime skills last year, the graduation of four pilot trainees from South Africa, and the upcoming graduation of 45 aviation engineering trainees in Lagos this March. Additionally, he revealed that scholarship slots for the 2024/2025 academic session had increased from 1,700 to 2,500, ensuring a more transparent selection process.
Otuaro also announced plans for an economic empowerment programme targeted at women in the region, alongside leadership training for ex-agitators and other key stakeholders. He urged all parties to support his administration in ensuring the sustainability of the PAP.
In their remarks, notable ex-agitator leaders, including Paul Eris (General Ogunboss), Bayelsa State House of Assembly member Bony Ayah (General Don Inikio), and Jonathan Lokpobiri, commended Otuaro for refocusing the programme on genuine beneficiaries. They also praised High Chief Government Ekpemupolo (Tompolo) for his unwavering commitment to the Niger Delta’s liberation.
The meeting was attended by several former militant leaders and stakeholders, including General Africa Ukparasia, General Pius, General Darikoro, Elaye Slabo, and Iziri Lucky (General Lucky 7), among others.
