FG Automates Civil Servants’ Postings, Promotions with New IPPIS HR Modules

The Federal Government has launched the full Human Resource (HR) modules of the Integrated Personnel and Payroll Information System (IPPIS), fully automating personnel management—including postings, promotions, transfers, and leave applications—across 508 Ministries, Extra-Ministerial Departments, and Agencies (MDAs).

Speaking at the official Go-Live Ceremony in Abuja, the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, declared an end to manual influence and lobbying over staff deployments in the Federal Civil Service.

Key Takeaways from the HR IPPIS Rollout

  • Automation of Transfers & Postings: Staff deployments and mobility are now completely digitalized to eliminate political lobbying, arbitrary transfers, and requests for “juicy postings”.

  • End-to-End Workforce Lifecycle: The indigenous platform expands IPPIS beyond payroll into a complete Human Capital Management system covering recruitment, biometric onboarding, promotions, leave administration, and employee self-service.

  • Built in Nigeria: The newly launched software was fully developed by Nigerian engineers, replacing foreign legacy software to save licensing costs, insulate public funds from foreign exchange risks, and secure sensitive workforce data.

  • Enhanced Fiscal Discipline: The system targets payroll leakages, ghost workers, and duplicate personnel records, providing real-time data analytics for workforce planning across more than 600,000 civil servants.

“Institutionalising Transparency”

Emphasizing the impact of the digital transition, Mrs. Walson-Jack stated that the platform underpins President Bola Tinubu’s Renewed Hope civil service reform agenda by replacing fragile, manual administrative systems:

“We are not just unveiling a digital platform, but institutionalising a better way of managing our most important resource, which is our people… ‘Post me here, post me there. I want a juicy posting’—no more. It is now digitalised. No more lobbying for posting.” — Mrs. Didi Esther Walson-Jack, Head of the Civil Service of the Federation

Through the new Employee Self-Service portal, federal civil servants will now directly log in to update personal records, track career advancement, and manage leave requests, removing paper-based administrative delays across federal ministries.
