ABUJA, NIGERIA — First Lady Senator Oluremi Tinubu has officially launched the Federal Government’s flagship $1 billion Household Prosperity and Empowerment Social Protection Project (HOPE-SP). The initiative marks a strategic shift from temporary relief distribution to structured, long-term economic self-reliance for vulnerable Nigerians.
Speaking at the State House Banquet Hall in Abuja during an event themed “From Palliatives to Pathways,” the First Lady stated that while President Bola Ahmed Tinubu’s economic reforms are laying the foundation for sustainable growth, targeted interventions remain essential to support families navigating economic adjustments.
Key Components of the New Social Protection Framework
Unveiled alongside the Ministry of Humanitarian Affairs and Poverty Reduction, led by Minister Dr. Bernard Doro, the new architecture introduces five main initiatives:

HOPE-SP Project ($1bn): Combines immediate stabilization assistance with long-term skill development and economic inclusion to move households off government dependence.

One-Humanitarian-One-Poverty Response System (OHOPRS): Establishes a unified national registry and digital dashboard to eliminate duplicate interventions across federal, state, and development partner channels.

Emergency Shock-Responsive Cash Transfer: Targets 7.6 million vulnerable households across Nigeria’s 8,809 wards to provide rapid financial cushioning against economic shocks.

Poverty Graduation Pathway: A tracking mechanism designed to monitor beneficiary progress from initial intake to financial stability and entry into a national growth register.
