The Federal Government of Nigeria has partnered with the UNESCO International Institute for Capacity Building in Africa (UNESCO-IICBA) and the Pan-African University (PAU) to launch a specialized mobile learning initiative. The project is designed to strengthen the continuous professional development of educators, with a targeted focus on empowering women in the academic sector.
The initiative was officially unveiled on Monday, July 20, 2026, alongside the commencement of a three-day Master Training Programme in Abuja. The scheme aims to equip female teachers and school leaders with innovative digital methodologies to transform classroom delivery across the country.
Integrating the PAVEU Framework
Organized under the theme “Empowering Female Teachers and School Leaders through Integrating Mobile-based Learning in the Pan-African Virtual and Electronic University (PAVEU) Initiative,” the three-day master training windows will run from July 21 to July 23, 2026.
Fully funded by the Government of Japan, the initiative addresses the unique structural hurdles—ranging from geographical isolation to rigid time limitations—that frequently restrict women from accessing traditional, physical training setups.

A Cross-Continental Footprint
While the master training kickoff is stationed in Abuja, Nigeria stands as one of five strategic African nations chosen for the initial pilot rollout of the program. The initiative aims to build a synchronized, mobile-accessible educational repository across the continent.

Driving Classroom Transformation
According to the ministry’s spokesperson, Boriowo Folasade, the primary goal of integrating mobile-based modules into the PAVEU platform is to give teachers direct access to self-paced courses, instructional resources, and peer-learning networks without requiring data-heavy downloads.
The Master Trainers currently undergoing the Abuja drills are expected to return to their respective institutions and regional school districts to head the step-down training. This will ensure the digital tools scale effectively to the grassroots level, directly advancing the educational objectives of the administration’s human capital development agenda.
