The political architecture of the 10th House of Representatives was radically altered on Tuesday as the Minority Leader, Hon. Kingsley Ogundu Chinda, formally dumped the Peoples Democratic Party (PDP) for the ruling All Progressives Congress (APC), subsequently relinquishing his seat as the head of the opposition caucus.
The formal announcement was made by the Speaker of the House, Rt. Hon. Abbas Tajudeen, during plenary as lawmakers returned from a four-week legislative recess. The recess had been explicitly granted to allow members to participate in their respective political parties’ primary elections ahead of the 2027 general elections.
The Paper Trail of a Premature Exit
Reading the official correspondence from Chinda to a quietened chamber, Speaker Abbas revealed that the lawmaker’s resignation was actually effective from April 23, 2026. The revelation neatly explains a timeline that had generated intense controversy across the country over the last month.
In the letter, Chinda, who represents the Obio/Akpor Federal Constituency of Rivers State, stated:
“I formally tender my resignation from the position of Minority Leader of the House of Representatives with effect from the 23rd day of April 2026. It has been a profound honour and privilege to serve in this capacity, representing the collective interest of the minority caucus and contributing to the legislative work of the House.”
The lawmaker expressed his gratitude to the Speaker for the opportunity to evolve under his leadership, promising to remain committed to his core legislative duties as a floor member of the House representing his constituents under his new political umbrella.
Resolving the Screening Scandal
The reading of the letter brings an end to weeks of intense speculation, legal threats, and public petitions. In May, Chinda had drawn the ire of opposition groups and legal watchdogs when he appeared before the APC governorship screening panel in Rivers State and subsequently emerged unopposed as the party’s standard-bearer for the 2027 governorship race.
Public interest lawyers and groups like the Association of Legislative Drafting and Advocacy Practitioners (ALDRAP) had threatened to sue Speaker Abbas under the Freedom of Information Act, demanding the legislative Hansard to prove whether Chinda had been illegally holding onto an opposition leadership post while flying a ruling party’s flag.
By producing the letter dated April 23, the House leadership has effectively shielded itself from allegations of procedural illegality, showing that Chinda had technically stepped down from the leadership role before clinching the APC gubernatorial ticket on May 21, even if the public announcement was delayed until Tuesday’s plenary.
